You can tell Penelope Trunk has never worked in HR. she has no clue about HR responsibilities. The battle is for talent. HR is developing the programs fo attracting and retaining the talent.
Rick, thanks for the comment. My take is this … I don’t think she was necessarily diminishing the importance of finding the right people, rather she was saying that the actual sourcing can be done better by the hiring manager. However she did say that she believes the proper role for HR includes I/O psychology (really establishing the job fit tools and process) and defining/maintaining the culture. No question that these are all critical parts of any successful recruitment effort.
